As for <br /> location, the concept of utilizing cluster housing development on <br /> undeveloped tracts with environmental constraints was mentioned <br /> with no clear indication of favor or disfavor from residents. <br /> One theme that runs throughout the Efland Area Study is important <br /> to mention here, as it is related to housing and all of the issues <br /> identified. The concept of maintaining and reconstructing the <br /> community's historic flavor through pedestrian-scale efforts in the <br /> core of Efland would encourage residential and non-residential uses <br /> in a mixed downtown area. This concept might allow the affordable <br /> housing question to be addressed more coherently, as well as <br /> facilitate efficient service provision and other needs. <br /> GOAL: PROMOTE HOUSING OPTIONS IN EFLAND. <br /> objectives: <br /> 1. Pursue incentives to develop "affordable housing" <br /> alternatives to encourage young persons to live in Efland. <br /> 2 . Encourage new housing to keep "small-town feel" by locating <br /> in appropriate areas and in generally the same scale as the <br /> surrounding neighborhood. <br /> 3'.. Encourage new housing developments to protect and preserve <br /> open space that enhances the community. <br /> 4 . Encourage the development of new housing that is centrally <br /> located to services and shopping in the central Efland <br /> area. Such housing should be sensitive to the environment <br /> and in keeping with community scale. <br /> 5. Explore the possibility of creating a local Habitat for <br /> Humanity organization to assist in creating affordable <br /> housing. <br /> SRecific Action Strategies <br /> a. Utilize a density bonus to be granted to developers of <br /> "affordable" housing units, both low and moderate income. <br /> b. Rezone residential areas near the core of Efland to <br /> moderate-density (when sewer available) , to encourage housing <br /> in close proximity to businesses and services. <br /> C. Representatives of the community meet with other Habitat for <br /> Humanity groups to discuss the potential for creating an <br /> Efland chapter. <br /> 26 <br />
