B. OPPORTUNITIES AND CONSTRAINTS <br /> Efland, as an unincorporated village, does not exist in isolation <br /> from the rest of the County, and events and forces from outside <br /> impinge upon it. Some represent opportunities, some threats. <br /> Given this existing profile as a community, a number of <br /> opportunities and constraints for community character can be <br /> identified by overlaying the following on Efland's landscape: <br /> - natural resources <br /> - environmental constraints <br /> - visual character <br /> . - existing land use pattern <br /> This exercise, termed an environmental scan, was performed with the <br /> Efland Steering Committee to assess and analyze the future <br /> scenarios of the village. In so doing, locations within Efland with <br /> potential for significant community development were identified. <br /> Since Efland's development pattern is largely pre-1960, the <br /> community is left with two choices to make regarding future <br /> character-related actions. One would recognize fatal flaws in the <br /> pattern and character of the community, and actions would be taken <br /> to reverse these flaws and create a "new" community character. The <br /> second choice would utilize the existing community character and <br /> attempt to enhance this character to a certain degree by pursuing <br /> strategies designed specifically for this purpose. <br /> Efland residents clearly indicate a desire to pursue the latter <br /> rather than the former, and the opportunities/threats identified <br /> provide the community with a starting point for enhancing Efland. <br /> CHART S - OPPORTUNITIES AND CONSTRAINTS TO COMMUNITY CHARACTER/FORM <br /> OPP- OPPORTUNITY CON - CONSTRAINT <br /> Natural Resources <br /> OPP - McGowan Creek <br /> OPP - wooded and cleared vacant areas remain (mill pond, other) <br /> OPP - good drainage <br /> CON - Single-family development pattern <br /> Visual Resources <br /> OPP - yards along US 70 <br /> OPP - gateway vistas at Lloyd's and Efl-CG Road <br /> CON - poles and fixtures along US 70 <br /> CON - Unsightly commercial areas <br /> CON - development limiting US 70 vistas <br /> Existing Land Use Pattern <br /> CON - linear, tending toward sprawl <br /> OPP -- still a few breaks in the linear though <br /> CON - environmentally-sensitive land (WQCA) <br /> 24 <br />
