x <br /> w <br /> 0�1 <br /> Natural Gas service is provided via a pipeline in Efland by the <br /> Public Service Gas Company of North Carolina. There are, however, <br /> some portions of the community that are not tied into this <br /> pipeline. <br /> Electric service is provided by Duke Power Company, with a regional <br /> Office in Chapel Hill. Surrounding areas are served with <br /> electricity by Piedmont Electric Membership Cooperative. <br /> Water service <br /> Water service in Efland is provided by the Orange-Alamance Water <br /> System, a cooperative that provides service in and beyond the <br /> bounds of Efland. OAWS is the owner of the Corporation Lake <br /> impoundment on the Eno River, which much of Efland drains into via <br /> McGowan Creek. <br /> OAWS water is treated at a filtration plant on US 70 just east of <br /> Efland, and distribution lines run along the road network in Efland <br /> and beyond along the US 70 corridor. Water service is generally <br /> available to most Efland residents who desire service. Efland water <br /> service can be seen on Map 7-A. <br /> Sewer Service <br /> Sewer service in Efland is an issue that has been, and continues to <br /> be, of great concern to area residents. <br /> Prior to 1988, the entirety of Cheeks Township outside of the <br /> Mebane corporate limits did not have sewer service. Failing septic <br /> tanks in the Efland area occurred during the 1970's. This situation <br /> was brought to a head by a similar failure at the Efland Cheeks <br /> Elementary School package plant which threatened the public health <br /> and continued operation of that facility. <br /> As a result, a plan for extending sewer service to Efland via <br /> Hillsborough was considered and adopted by the Orange County <br /> Commissioners. As an unincorporated community, Efland did not have <br /> authority or ability to create its own sewer system. In the spring <br /> of 1988, phase one of the Efland Sewer Project was completed - <br /> providing service to the western portion of Efland surrounding the <br /> Efland-Cheeks School. <br /> The remaining phases of the Efland Sewer Project have not been <br /> carried out at this time, and as a result, the majority of Efland <br /> residents - many of whom signed up for sewer service - remain <br /> unnerved in 1991. <br /> This issue has been identified as one of great citizen concern, and <br /> is discussed at length in the Issues, Goals and objectives section <br /> of this report.
