0;i ;� <br /> The Efland Area Study has from the outset had citizen involvement <br /> as its basic tenet - which has been solicited and encouraged <br /> through seven community meetings advertised by flyers in the <br /> community and the media. Attendance at these meetings has ranged <br /> from 12 to 38 persons. <br /> An informal citizen survey (one survey for every house in Efland) <br /> was conducted in August 199Q, with a response rate of over 33%. <br /> This survey provided valuable information about the community, and <br /> its results can be directly seen in the recommendations of this <br /> document. <br /> In October 1990, 36 Efland citizens selected a Steering Committee <br /> of community leaders to 1) study and report on the issue of Efland <br /> incorporation; and 2) assist staff in drafting the Area Study. This <br /> committee met on several occasions from October-January and <br /> provided invaluable assistance to staff. <br /> The Efland Area Study has attempted to be - in the truest sense - <br /> a plan developed by citizens. The data and recommendations that <br /> follow are those that the community as a whole felt were important <br /> to the future of Efland. <br /> 2 <br />
