The process <br /> has been very community-oriented. In the early stages <br /> of this study, a community survey was conducted to <br /> elicit comment on boundaries and issues of importance. <br /> A series of seven community meetings have been held to <br /> define issues, formulate goals and objectives, and <br /> participate in community discussions of these issues. <br /> In November, an Efland Steering Committee was <br /> appointed by 38 village residents. This group was <br /> charged with 1) assisting staff in developing a <br /> community land use plan and recommendations, and 2) <br /> studying the feasibility of Efland incorporation and <br /> recommending a course of action.
