Comments on Meeting with Planning. Department Staff and Economic <br /> Development Commission Staff, January 7, 1991 <br /> The property owners met with comprehensive planners and EDC staff <br /> members to discuss this amendment application, and would like to <br /> address two concerns which were mentioned. <br /> 1. The point was made that there is currently a substantial amount of <br /> commercially zoned property at the .I-85 / NC 86 interchange. The <br /> owners are of the opinion that the proposed amendment area represents <br /> a more direct link to Research Triangle Park. The proposed amendment <br /> area has the additional advantage of being in an area which has no <br /> pre-existing development (such as convenience marts, truck stops, <br /> etc.) which might conflict with its aesthetic appeal and desirability <br /> to potential corporate office tenants. <br /> The I-85 / NC 86 interchange is also zoned to include industrial <br /> development, and therefore the proposed use of commercial office space <br /> for the subject parcel would not neccessarily be in competition with <br /> existing land use at I-85 / NC 86. The inquiries which have been made <br /> concerning the subject property seem to support this. <br /> 2. There was some discussion that the location of the parcel in the <br /> southeast quadrant of the interchange might preclude it from the <br /> commercial transition activity node category, since historically there <br /> has been some feeling that I-40 would represent a southern boundary <br /> for future annexation by the town of Hillsborough. <br /> The owners are of the opinion that the interchange itself is the <br /> operative factor in the development possibilities for this area. <br /> Potential clients will be more interested in the interstate (and <br /> intra-state) aspect than the local aspect. <br /> Although the property is near Hillsborough, it is not in Hillborough's <br /> jurisdiction. It is separated from the town by two interstate <br /> highways and lies partially within Chapel Hill Township. Water <br /> service is .directly available via the OMSA pipeline. This makes the <br /> proposal very feasible, given the existing water supply situation in <br /> Hillsborough. - - <br /> In the northeast interchange quadrant there is no direct water line <br /> access, since the line follows the abandoned Old NC 86 roadbed. <br /> The owners hope that the decision on this proposed amendment will not <br /> be affected by the geographic location of the parcel within the <br /> interchange. Certainly, it is the case that in all other interchange <br /> areas within the county, all properties abutting the interchanges have <br /> equal development potential and are not arbitrarily denied use because <br /> of perceived future mmmiciple limits. <br />
