This <br /> is a fundamental tenet of both urban and rural planning, and <br /> provides for a logical and incremental extension of urban <br /> service areas . <br /> It is possible that such a proposal might be feasible and <br /> appropriate in the long-term (beyond the plan period ending <br /> in 2001) . Thus, the designation of this area as 20-Year <br /> Transition may be appropriate in the next phase of the plan. <br /> RECOMMENDATION <br /> The applicant has correctly stated that the Land Use Element <br /> is scheduled for a 10-year revision in 1991. With the <br /> "dovetail" effect of related efforts of the Hillsborough <br /> Cooperative Planning Zone and the Joint Planning <br /> Board/Economic Development Commission Work Group, staff <br /> recognizes that this is a proposal not without potential. <br /> However, action at this time would seem to be premature. <br /> _ .. Therefore, staff would propose the following: <br /> •s: <br /> "- 1. That, due to the nature of impending work by the Joint <br /> . Planning Board/EDC Work Group, the Town of <br /> Hillsborough/Orange County "Hillsborough Cooperative <br /> Planning Zone", and the County's ten-year evaluation of <br /> _ the Land Use Element of the Comprehensive Plan, the <br /> applicants be permitted to withdraw their application, and <br /> their application fee be refunded. Staff would encourage <br /> the applicants to take an active role in the efforts <br /> mentioned above regarding future land use at this <br /> interchange. By so doing, the applicants will have an <br /> opportunity to resubmit a proposal upon completion of the <br /> above-mentioned efforts, and the County will have an <br /> - opportunity to conduct a more thorough and policy-driven <br /> analysis of this question. <br /> If the applicants choose not to withdraw pending the <br /> above efforts, the recommendation of staff is that the <br /> proposed amendment be denied at this time. <br /> J:_ _ <br /> 2.
