(Located in areas where general soil <br /> conditions are suitable for urban uses because of good <br /> drainage characteristics and load-bearing capacity for future <br /> development) . <br /> COMPLIES. The predominant soil types are Herndon and <br /> Georgeville silt loams. These soils are also well drained and <br /> provide high suitability for most urban uses. Soil <br /> permeability is moderate, with a medium potential for urban <br /> uses because of slope and permeability constraints. <br /> A band of Tatum soils are found on lands along the <br /> headwaters of Stony Creek. These soils have slightly <br /> steeper slopes and have moderate permeability and shrink- <br /> swell potential. This soil group also has limited potential <br /> for most urban uses because of slope and depth to rock, <br /> however, this limitation can be reduced or modified by <br /> special site planning, design, or maintenance. <br /> PUBLIC SERVICES/FACILITIES. (Located in areas which are or <br /> could be reasonably and efficiently served by centralized <br /> public services and utilities) . <br /> OUESTIONABLE. Currently, a 16-inch OWASA pipeline runs along <br /> the property's boundary at Old Chapel Hill-Hillsborough <br /> Drive. The applicant cites this pipeline as a means of <br /> compliance with the Land Use Element's provisions for <br /> reasonable and efficient utility service. <br /> However, this pipeline is used. only to transfer water between <br /> Hillsborough and OWASA. It is not in active service and <br /> carries water only when the two water systems choose to <br /> utilize it to augment water supplies across the county. <br /> Conversations with OWASA staff confirm that this large <br /> pipeline is not available for individual taps and is a <br /> transfer-only pipe. <br /> In addition, there is no public sewer present on site, nor <br /> are there plans to provide public sewer at this time. The <br /> provision of these services is one of the criteria for the <br /> establishment of a transition node. <br /> In terms of other public services, the area is not within the <br /> Town Limits of Hillsborough. Public safety protection would <br /> be provided by the Orange County Sheriff's Department with <br /> fire protection from the Orange Rural Fire District. <br /> Although this site alone may be adequately served with <br /> public safety and fire protection, one of the long-term <br /> policy implications of increased non-residential development <br /> in this area could be inadequacy of service if higher <br /> intensity development occurs. <br /> 5 <br />
