• ` y <br /> 01 � <br /> The applicants maintain that the intent and <br /> purpose of the Comprehensive Plan would be <br /> furthered by the proposed amendment. As <br /> evidence, the applicants cite the existence of <br /> changed conditions in the area, the County's <br /> potential tax revenues from a developed site, <br /> the generation of needed employment <br /> opportunities in central Orange, the <br /> appropriateness of certain land uses along <br /> Interstate 40, and the site's location at a <br /> strategic intersection from both a local and <br /> regional perspective as rationale for <br /> consistency with the Comprehensive Plan. <br /> COMPARISON WITH LOCATION STANDARDS <br /> In an analysis of a Comprehensive Plan amendment, the <br /> requested designation is evaluated for compatibility with the <br /> applicable Locational Criteria in Section 3 .4 of the Land Use <br /> Element of the Comprehensive Plan. .In the section below, <br /> COMPLIES means that the site is compatible with the <br /> locational criterion. DOES NOT COMPLY means that it is not. <br /> Additional explanation is provided where the response is not <br /> clear-cut. <br /> COMMERCIAL TRANSITION ACTIVITY NODE <br /> SLOPE. (Located on land with less than 15% slope) <br /> COMPLIES. The applicant cites gently rolling land on this <br /> property with slope of 2 to 7 percent. Topographic mapping of <br /> the area confirms that the site is generally of moderate <br /> slope (2-10 percent) , providing a relatively-suitable <br /> environment for development. Located downstream and south of <br /> the site, in northern Chapel Hill Township, a Resource <br /> Protection Area with relatively steep slopes exists along <br /> Stony Creek. <br /> HYDROLOGY. (Located outside designated 100-year flood prone <br /> area as defined by Corps of Engineers) <br /> COMPLIES. The site is near a ridge and contains a portion of <br /> the headwaters of Stony Creek. It is located well outside any <br /> flood-prone areas. The property drains largely to the south <br /> and east, into the Stony Creek Basin. <br /> FLORA AND FAUNA. (Located away from sites that would, if <br /> developed, create a threat to unique or endangered species as <br /> identified by the State or Federal government) <br /> COMPLIES. This site does not contain any such sites. In <br /> addition, it is not located in close proximity to any listed <br /> 4 <br />
