Planning agency. <br /> Any city may by ordinance create or designate one or more agen- <br /> cies to perform the following duties: <br /> (1) Make studies of the area within its jurisdiction and sur- <br /> rounding areas; <br /> (2) Determine objectives to be sought in the development of the <br /> study area; <br /> (3)'Prepare and adopt plans for achieving these objectives; <br /> (4) Develop and recommend policies, ordinances, administra- <br /> tive procedures, and other means for carrying out plans in <br /> a coordinated and efficient manner; <br /> (5) Advise the council concerning the use and amendment of <br /> means for carrying out plans; <br /> (6) Exercise any functions in the administration and enforce- <br /> ment of various means for carrying out plans that the <br /> council may direct; <br /> (7) Perform any other related duties that the council may di- <br /> rect. <br /> An agency created or designated pursuant to this section may <br /> include, but shall not be limited to, one or more of the following, <br /> with such staff as the council may deem appropriate: <br /> (1) A planning board or commission of any size (not less than <br /> three members) or composition deemed appropriate, orga- <br /> nized in any manner deemed appropriate; <br /> (2) A joint planning board created by two or more local govern- <br /> menu pursuant to Article 20, Part 1, of this Chapter. <br /> § 160A-362. Extraterritorial representation. <br /> When a city elects to exercise extraterritorial zoning or subdivi- <br /> sion-regulation powers under G.S. 160A-360, it shall in the ordi- <br /> nance creating or designating its planning agency or agencies pro- <br /> vide a means of representation for residents of the extraterritorial <br /> area to be regulated. Representation shall be provided by appoint- <br /> ing residents of the area to the planning agency and the board of <br /> adjustment that makes recommendations or grants relief in these <br /> matters..Any advisory board established prior to July 1, 1983, to <br /> provide the required extraterritorial representation shall constitute <br /> compliance with this section until the board is abolished by ordi- <br /> nance of the city. The representatives on the planning agency and <br /> the board of adjustment shall be appointed by the board of county <br /> commissioners with jurisdiction over the area. If there is an insuffi- <br /> cient number of qualified residents of the area to meet membership <br /> requirements, the board of county commissioners may appoint as <br /> many other residents of the county as necessary to make up the <br />
