The proposed ordinance would establish a seven-member Historic <br /> Preservation Commission which would have the following powers and <br /> duties : <br /> - Undertake inventories of historic sites and structures; <br /> - Recommend areas for designation as historic districts; and <br /> - Upon application by individual property owners, recommend <br /> individual sites and structures for landmark designation. <br /> Prior to recommending any historic district or landmark for <br /> designation, an inventory of sites and structures must be <br /> undertaken. Review and comment by the N.C. Department of Cultural <br /> Resources is also required, and, in the case of a historic district <br /> designation, the Planning Board must also review and comment upon <br /> the proposal. Finally, a public hearing to receive citizen comment <br /> is required on both district and landmark designation proposals . <br /> Such designations are approved only by the Board of Commissioners <br /> and only after the preceding steps have been taken. <br /> Upon approval of a designation by the Board of Commissioners, <br /> the Historic Preservation Commission may then adopt design <br /> guidelines and standards to govern changes to the exterior of <br /> structures and grounds . Building permits may not be issued for new <br /> construction, additions or renovations until a Certificate of <br /> Appropriateness has been issued by the Commission. The interior of <br /> structures is not affected by the design guidelines and standards . <br /> All interested citizens are invited to attend this hearing and <br /> be heard. Public comment will be received during the public <br /> hearing. Following the close of the public hearing, only evidence <br /> received in writing by the date of the Planning Board meeting <br /> following the public hearing will be considered by the Board of <br /> Commissioners for decision. <br /> Changes may be made in the advertised proposals which reflect <br /> debate, objections and discussion at the hearing. <br /> Questions regarding the proposals may be directed to the <br /> Orange County Planning Department located in the Planning & <br /> Agricultural Center, 306F Revere Road, Hillsborough, North <br /> Carolina.
