13 <br /> Section 1.4 meetings <br /> A quorum for conducting business of the Commission shall <br /> be a majority of the appointed members. The Commission shall <br /> meet at least once each month; provided, however, a regularly <br /> scheduled meeting may be canceled due to inclimate weather, <br /> due to the lack of a quorum of members or due to a lack of <br /> business to conduct. <br /> All meetings of the Commission shall be open to the <br /> public, and the Commission shall cause notices to be given as <br /> required by Article 33-C, Chapter 143 of the North Carolina <br /> General Statutes, G.S. 143-318.11 ET.SEQ. , as amended. A <br /> public record shall be kept of the Commission's resolutions, <br /> proceedings, and actions. <br /> A regular meeting time makes it easier for Commission <br /> members as well as citizens to attend meetings. The quorum <br /> provision is identical to that of the Planning Board. The <br /> enabling legislation requires that meetings be open to the <br /> Public and that property owners be given an opportunity to be <br /> heard (G.8.160A-400.9) . <br /> Section 1.1 Attendance of Meetin s <br /> Attendance at the regular meetings of the Commission <br /> shall be considered a prerequisite for maintenance of <br /> membership on the Commission. The County Commissioners may <br /> declare a vacancy on the Commission because of a member's <br /> non-attendance. <br /> Absence due to sickness, death of an immediate family <br /> member or similar reason shall be considered approved <br /> absences and shall not affect the member's status. in the <br /> event of long illness or other cause for prolonged absence, <br /> the member shall be replaced. <br /> Poor attendance can present problems for the Commission, <br /> especially when no quorum is present, and property owners and <br /> citizens are inconvenienced. Having a provision which sets <br /> standards for attendance provides a basis for the replacement <br /> of inactive members. The provisions are based on those <br /> applicable to the Planning Board. <br /> Section 1.6 Rules of Procedure <br /> Prior to any official action, the Commission shall adopt <br /> rules of procedure governing its meetings and the conduct of <br /> official business, and bylaws governing the election of <br /> officers and related matters. The Commission may appoint <br /> advisory bodies and committees as appropriate. <br />
