Although the market should have flexibility in <br /> selecting sites, this could be better facilitated through direction <br /> provided by the community in the form of a Proposed Land Use Plan. <br /> CONCLUSION <br /> Efland is a diverse community of 700 residents that has remained to <br /> this date relatively consistent - retaining its traditional <br /> development pattern from the 1880's-1950's while many other <br /> communities completely lost their character. <br /> Given the expressed desires of community residents to retain and <br /> rebuild their community's character, this is fortunate indeed. <br /> A number of recommendations are provided in the text of this <br /> document. Some are quite simple and easy to implement, while others <br /> are far-reaching and require further careful consideration. <br /> The construction of Interstate 40 and its proximity to the Research <br /> Triangle Park offers both a promise and problem for the village of <br /> Efland in the next 20 years. <br /> As a community, Efland can be expected to feel significant <br /> development pressure from this new transportation factor at the <br /> next significant upturn of the business cycle. The potential for <br /> creation of new industrial opportunities in and around Efland will <br /> surely be enhanced. Spinoff commercial and residential development <br /> could certainly be a by-product of these pressures. These <br /> opportunities could help achieve some of the community's goals in <br /> the areas of diversification and employment opportunities. <br /> At the same time, however, these pressures will present difficult <br /> choices for policy makers. Some of these potential changes, if <br /> pursued indiscriminately and without adequate design standards, <br /> could alter and harm the important community character of Efland <br /> forever. <br /> It is the purpose of this study to focus attention on the critical <br /> future issues and decisions. Used as a guide, the Efland Area Study <br /> should help facilitate sound policy choices for the community and <br /> county as a whole as the area approaches the 21st century. <br /> 37 <br />
