S <br />occur when the first alteration of any wall, ceiling, floor, <br />or other structural part of the building commences, whether <br />or not that alteration effects the external dimensions of the <br />structure. The term does not, however, include either (1) <br />any project for improvement of a structure to comply with <br />existing state or local health, sanitary, or safety code <br />specifications which are solely necessary to assure safe <br />living conditions or (2) any repair, rehabilitation or <br />storciPlacesaorstructure listed <br />North the <br />CarolinaNational <br />InventoryRegister of <br />O f <br />Hi <br />H�stori <br />Historic.Places. <br />"Variance" means a relaxation of the terms of this ordinance <br />where such relaxation will not be contrary to the public <br />interest and where, owing to conditions peculiar to the <br />property and not the result of actions or the situation of <br />the applicant, a literal enforcement of the ordinance would <br />result in unnecessary and undue hardship. <br />4.5 MANUFACTURED HGMES <br />a. On the effective date of this ordinance, no <br />manufactured home shall thereafter be placed in a <br />floodway. In an existing manufactured home park or <br />subdivision, a manufactured home removed may be <br />replaced at the same location. <br />b. All manufactured homes to be placed or <br />substantially improved within Zones Al -30, Fu, and <br />AE shall be elevated on a permanent foundation such <br />that the lowest floor of the manufactured 'home is <br />at or above the base flood elevation, provided, <br />however, the elevation requirement applies only to <br />manufactured homes placed or substantially improved <br />in expansions to existing manufactured home parks <br />or subdivisions. The elevation requirement does <br />not apply to other manufactured homes placed or <br />substantially improved in existing : manufactured <br />home parks or subdivisions except where the repair, <br />reconstruction, or improvement of the streets, <br />utilities or pads in the existing manufactured 'home <br />parks equals or exceeds fifty percent poy of the <br />value of the streets, utilities or pads. <br />(AMENDED 9- 20 -88) <br />In addition, all manufactured homes to be placed oT <br />substantially improved within Zones P_1 -30, W and <br />AE shall be securely anchored to an adequately <br />anchored foundation system in accordance with the <br />following provisio ^s: (AMENDED 9- 20 -88) <br />(1) over- the -top ties be provided at each end of <br />the manufactured home, with one additional tie <br />per side at an intermediate location on <br />manufactured homes of less than fifty feet and <br />one additional tie per side for manufactured <br />homes of fifty feet or more; <br />
