3 <br />debris and, thereby, reducing the flood- carrying capacity of <br />the stream. <br />"Base flood" means the flood having a one percent chance of <br />being equally or exceeded in any given year, also known as <br />the 100 -year flood. <br />"Develonment" means any man -made change to improved or <br />unimproved real estate, including, but not limited to, <br />buildings or other structures, mining, dredging, filling, <br />grading, paving, excavation or drilling operations. <br />"Existino Manufactured Home Park or Subdivision" means a <br />manufactured home park or subdivision for which the <br />construction of facilities including utilities, final grading <br />or pouring of pads and the construction of streets is. <br />completed before the effective date (March 2, 1981) of the <br />Flood Damage Prevention Ordinance adopted by Orange County. <br />(AMENDED 9 -20 -88 TO ADD DEFINITION) <br />"Expansion to an Existing Manufactured Home Park or <br />Subdivision" means the preparation of additional manufactured <br />home sites in an existing manufactured home park or _ <br />subdivision beyond those that had been completed prior to the <br />effective date (March 2, 1981) of the Orange County Flood <br />Damage Prevention Ordinance. (AMENDED 9 -20 -88 TO ADD <br />DEFINITION) <br />"Flood Boundary = Floodwav Man FFB -F'M1° means the official <br />maps for Orange County, on which the Federal Insurance <br />Administration has delineated both the areas of special flood <br />hazard and the risk premium zones applicable to the <br />community. �- <br />"Flood Insurance Rate Mao ("i.RM�° means the official maps for <br />Orange County, on which the Federal Insurance Administration <br />has delineated both the areas of special (food hazard and the <br />risk premium zones applicable to the community. <br />"Flood Insurance Study" is the official report written for <br />Orange County by the Federal Insurance Administration. The <br />report contains flood profiles, as well as the Flood Hazard <br />Boundary- Floodway Map and the water surface elevation of the <br />base flood. <br />"F10201y° means that portion of the stream channel and <br />floodplain of a stream designated to provide passage for the <br />base flood without cumulatively increasing the water surface <br />elevation more than one foot. As used in this ordinance, the <br />term refers to that areas designated as floodway on the Flood <br />Boundary - Floodway Map or on the Flood Insurance Rate Maps <br />prepared by the Federal Insurance Administration. <br />"H bit ble Floor" means any floor usable for living purposes <br />which includes working, sleeping, eating, cooking or <br />recreation, or a combination thereof. A floor used only for <br />storage is not a habitable floor. <br />
