GOAL - TO DEVELOP A PLAN FOR THE USE AND CONTROL OF OPTIONAL <br />WASTE TREATMENT SYSTEMS WHICH PERMITS FLEXIBLE LAND <br />DEVELOPMENT AND PROTECTS THE ENVIRONMENT. <br />OBJECTIVE 1 <br />To establish a body of county regulations and requirements <br />which will insure that utility owner /operators will operate, <br />maintain and repair all optional waste treatment systems in <br />a manner consistent with state law and with sound utility, <br />engineering and environmental protection practices. <br />PLAN OF ACTION <br />A. Develop an impact fee process for the creation of a <br />capital reserve fund to repair failing systems. <br />B. Develop a process for removing /replacing <br />unsatisfactory operators of troublesome and failing <br />treatment systems. <br />OBJECTIVE 2 <br />Health Department establish its monitoring and maintenance <br />assurance program consistent with health and environmental <br />statutes. <br />PLAN OF ACTION <br />A. Initiate data base for conventional and non - <br />conventional systems. <br />B. Determine need based on data base. <br />C. Board of Health revise local sewage disposal rule. <br />D. Implement monitoring inspections. <br />E.
