11 <br />BOND ISSUE PROCESS <br />Page 2 <br />According to the Local Government Commission, the entire <br />process takes about 90 days, which is approximately the <br />timeframe experienced in 1988. I have attached the legal <br />procedures required for a bond referendum, as well as, the <br />schedule which we used for the 1988 issue. <br />BOND EDUCATION STEERING COMMITTEE: <br />After the County Commissioners decided which projects <br />would be included in the bond package, a second committee <br />was appointed. The mission of this committee was twofold. <br />First of all the committee was charged with informing <br />citizens of needs which prompted the bond referendum and <br />costs associated with its passage, and secondly, the <br />developement of a network of community resources to <br />properly educate the public. Some of the strategies of <br />this committee included developement of a speakers bureau <br />and developement of educational tools such as slide shows <br />and pamphlets. This committee also took the lead on <br />fundraising and media advertising campaigns associated <br />with the referendum. <br />The committee began it's work in July 1988 and continued <br />throughout the summer and fall leading up to election day. <br />The efforts of this committee proved to be very effective <br />and contributed substantially to the success of the <br />referendum. <br />As indicated above, the use of citizen committees proved to <br />be invaluable to the 1988 Bond Referendum process.
