FINANCE DEPARTMENT <br />10 <br />MEMORANDUM ORANGE COUNTY <br />NORTH CAROLINA <br />TO: John Link, County Manager <br />FROM: Ken Chavious, Finance Director4;:_ <br />DATE: February 14 , 1991 <br />SUBJECT: CIP and Bond Issue information <br />I have reviewed all information related to the 1988 Bond <br />Referendum regarding the procedures, timetables, and the <br />Citizen Advisory Committee. The following information <br />outlines the occurances leading up to the November 1988 <br />referendum. <br />CIP CITIZEN'S ADVISORY COMMITTEE: <br />This committee had a primary responsibility to help <br />determine projects suitable for a Bond Referendum. <br />The Commissioners chose a committee of Thirty -five persons <br />that represented the County population geographically and <br />politically. Independent Opinion Research & <br />Communications, a consulting firm from Wilmington, was <br />hired by the Commissioners to facilitate the committee <br />process. Commissioners Carey and Willhoit co- chaired the <br />committee. A total of six committee meetings were held <br />beginning on March 28 and ending on May 18, 1988. These <br />meetings included presentations by county staff members <br />and school officials. One of the meetings also included a <br />tour of County and School facilities. The work of the <br />committee concluded with recommendations to the <br />Commissioners on priorities within the 5 year CIP as well <br />as priorities to be considered for a possible bond <br />referendum. <br />BOND ISSUE PROCESS: <br />The process leading up to the 1988 Bond Referendum began <br />on June 21, 1988 and ended with the November election. <br />All of the legal requirements associated with the <br />Referendum were completed in August of 1988. <br />109 COURT STREET • P.O.
