V <br />..some funds could _be held in reserve in <br />anticipation of recommendations forthcoming from <br />the facilities plan as it regards parking. <br />EMS BASES <br />County growth has prompted an ambulance placement study which <br />will determine the most feasible ambulance base locations in <br />the northern and southern portions of the County. The <br />location of the two proposed bases will offer citizens <br />increased response time. <br />EMS call records indicate that approximately 83% of calls <br />occurring north of Highways 70 are routed to an area bounded <br />by Highways 70, 57 , and 86, east to the Durham County line. <br />(refer to attached map). If a base were located closer to <br />the area around the intersection of Highways 86 and 70, <br />response time could be improved by at least 5 to 6 minutes. <br />Travel time from both base locations is greatly affected by <br />either distance or traffic conditions through downtown <br />Hillsborough. <br />Population statistics indicate that the townships of Little <br />River and Cedar Grove, both located north of this <br />intersection, are seeing the fastest rate of increase, and <br />it is likely that increase will continue over the next <br />several years. <br />Statistics from southern Orange indicate that calls in the <br />EMS station III area have increased to a level which requires <br />frequent back -up of ambulances from the Station II area. The <br />net effect of this action increases response time from 3 -8 <br />minutes to 7 -15 minutes. <br />CANE CREEK PARK <br />This project is a component of the Master Recreation and Park <br />Plan, adopted July, 1988. This project was chosen as the <br />third priority in the Plan's implementation timetable. The <br />proposed location of the district park adjacent to the Cane <br />Creek Reservoir will require extensive coordination of effort <br />between the Recreation and Parks Department and the <br />reservoir's controlling agency, OWASA. Such cooperative <br />efforts have been most successful in the past, resulting in <br />the development and maximizing of joint use of facilities <br />having recreational significance. As you will note in the <br />CIP, actual effort on this project will not begin until 1995, <br />therefore allowing sufficient time for coordination between <br />1991 CIP INFORMATION <br />PAGE 6 <br />A <br />
