Any major construction project developed <br />from the study would be a likely candidate for a bond issue <br />or other financing alternatives. <br />Fully understanding that a bond issue might be the key to a <br />longer term solution, but also not an immediate occurrence, <br />we have attempted to address some of the Judge's more <br />critical needs in this year's CIP. The $30,000 set aside in <br />the Court Facilities project is intended to address such <br />items as: <br />..acoustical problems in the Old Courthouse; <br />..development of a holding cell at the Chapel Hill <br />Courthouse; and <br />..installation of restroom facility for the <br />District Court Judge. <br />COUNTY CAMPUS PARKING ** <br />* *(Note: The County campus considered in the parking space Y <br />estimates include all County property from Churton St. to <br />Cameron St. south of Margaret Lane.) <br />One common problem in all of the construction projects <br />mentioned here is parking. You are all well aware of the on- <br />going discussions between the Town of Hillsborough, the <br />Hillsborough Chamber of Commerce and the County regarding the <br />Downtown parking situation. Although the County has been <br />able to comply with the Town's ordinances regarding on site <br />parking for our existing campus, the construction of <br />additional court space would further complicate matters. <br />For example, the additional space for courtrooms would <br />probably be built on the upper parking lot of the New <br />Courthouse, thereby displacing at least 30 parking spaces. <br />The latest site plan prepared by Norma White for the campus <br />parking expands the lower lot to capacity. It does not <br />consider the use of the green space leading down to the <br />river, however. <br />The $100,000 allocated to the County Campus Parking could <br />be used to address such things as: <br />..improvements to the present parking lot to <br />increase the number of parking spaces, including <br />paving; or <br />..assist in funding the coordinated facilities <br />study to determine the most efficient use of the <br />area; or <br />1991 CIP INFORMATION <br />PAGE 5 <br />
