2 <br />MEMORANDUM <br />TO: COUNTY COMMISSIONERS.' <br />FROM: JOHN LINK, COUNTY MANAGER v <br />RE: ADDITIONAL INFORMATION; 19 1 -96 RECOMMENDED CIP <br />DATE: FEBRUARY 15, 1991 <br />During the compilation of this year's CIP, a myriad of issues <br />were raised regarding space and the intended use of certain <br />County buildings. We attempted to categorize these issues in <br />the following manner: <br />..Issues to be addressed immediately through the <br />operating budget or through funds provided in the <br />CIP for fy 91-92; <br />..Long -term issues to be addressed through pay -as- <br />you -go funding; <br />..Long -term issues to be addressed through a bond <br />issue. <br />COURT STREET ANNEX <br />The Government Services Center being built with proceeds from <br />the 1988 bond issue has brought about a domino effect on <br />space for County offices in Hillsborough. The new building <br />will allow all offices currently housed in the Court Street <br />Annex to be relocated. There are several forces competing <br />for the released space. <br />The Economic Development Commission (EDC), as part of the <br />implementation of their strategic plan, has suggested <br />creating a Small Business Training Center. The training <br />center would consolidate to one location several functions <br />currently in place, such as the Employment Security office, <br />the GED classroom, the Economic Development administrative <br />offices as well as adding office space for the Small Business <br />Technology Development Center (SBTDC), classrooms for <br />Durham Technical Institute (DTI), and an office for a Job <br />Training representative from DSS. Ted Abernathy has <br />estimated a space requirement of approximately 2500 s.f. for <br />this function. The Court Street Annex space would be <br />suitable for this function with little renovation required. <br />It is also anticipated that other offices in the leased <br />Sawyer Building could be'relocated to the Court Street Annex. <br />1991 CIP INFORMATION <br />PAGE 1 <br />
