Memorandum from the Manager providing additional <br />information on "newcomer" projects included in the <br />CIP and identifying elements to be considered in <br />addressing short -range and long -range planning for <br />future County capital projects. <br />2. Memorandum from the Finance Director to the <br />Manager outlining the steps taken during the 1988 <br />Bond Referendum process. <br />
