RECOMMENDATION: <br />46 <br />The NCDOT planning /environmental document may <br />satisfy the environmental assessment required by the <br />Orange County Environmental Impact Ordinance. The <br />document must be submitted to the Planning Staff for <br />review and determination as to whether a full <br />environmental impact statement would be required. <br />At its October 15, 1990 meeting, the Planning Board <br />considered the feasibility study. In addition to the <br />Staff comments, the Planning Board recommended that <br />additional concerns be expressed to NCDOT. Their <br />comments are provided as part of this abstract. <br />At its December 18, 1990 meeting, the Board of <br />Commissioners considered the Planning Staff and <br />Planning Board comments, and set January 22, 1991 as <br />the public hearing date on the feasibility study. At <br />the request of the Board, representatives of the <br />Towns of Chapel Hill and Carrboro as well as OWASA <br />were invited to comment on the study. NCDOT <br />officials were also asked to attend and present <br />the study findings. <br />At the January 22 public hearing, 11 citizens from <br />both Orange and Alamance Counties spoke in <br />opposition to the project. The Chair of the OWASA <br />Board of Directors also expressed concerns about the <br />effect of the proposed project on the quality of <br />Cane Creek and University Lake reservoirs. <br />The Board of Commissioners held the public hearing <br />open until comments were received from the Towns of <br />Chapel Hill and Carrboro. During this period, <br />additional written comment from citizens would also <br />be received. <br />At its February 12, 1991 meeting, the Carrboro Board <br />of Aldermen considered the proposed project. The <br />Board's comments are provided as an attachment to <br />this abstract. The Town of Chapel Hill, through its <br />Planning Director, informed the County staff that <br />the Town would have no comment on the project. <br />Written comments have been received from the Bingham <br />Township Advisory Council and 18 citizens. <br />The Administration recommends that the public <br />hearing be closed and that any comments, <br />recommendations or statements that the Board may <br />have be forwarded to the N.C. Department of <br />Transportation. <br />
