5 <br />1 <br />2 A motion was made by Commissioner Insko, seconded by <br />3 Commissioner Halkiotis, to refer these matters to the Planning <br />4 Board for recommendation to be returned to the Board of <br />5 Commissioners no sooner than February 4, 1990. <br />6 VOTE: UNANIMOUS <br />7 <br />8 Items 3 (d), (e) 8 (f) were presented together. <br />9 <br />10 d. Article 4.3 Permitted Uses (Camp /Retreat Centers) <br />11 This item was presented to amend ARTICLE 4.3 <br />12 PERMITTED USE TABLE by adding "Camp /Retreat Centers" as a use <br />13 permitted in the Rural Buffer (RB), Agricultural - Residential (AR). <br />14 and Rural Residential (R -1) zoning districts following the approval <br />15 and issuance of a Class B Special Use Permit. <br />16 <br />17 e. Article 8.8 Special Uses (Camp /Retreat Centers) <br />18 This item was presented to amend ARTICLE 8.E <br />19 regulations governing individual special uses by adding a new <br />20 Article 6.8.5 Camp /Retreat Center which sets forth specific site <br />21 plan and development standards applicable to camp /retreat centers. <br />22 <br />23 f. Article 22 Definitions (Camp /Retreat Centers) <br />24 This item was presented to amend ARTICLE 22 <br />25 DEFINITIONS by adding the definitions of "camp" and "retreat <br />25 center ". <br />27 <br />26 THERE WERE NO QUESTIONS OR COMMENTS FROM THE BOARD OF <br />29 COMMISSIONERS, THE PLANNING BOARD OR CITIZENS. <br />30 <br />31 A motion was made by Commissioner Halkiotis. seconded by <br />32 Commissioner Insko, to refer these matters to the Planning Board <br />33 for recommendation to be returned to the Board of Commissioners no <br />34 sooner than February 4, 1990. <br />35 VOTE: UNANIMOUS <br />35 <br />37 4. Subdivision Regulations Text Amendments <br />38 a. Section III -D -2 -e Application Requirements <br />39 This presentation was made by Mary Scearbo. This item <br />40 was presented to amend SECTION III -D -2 -e APPLICATION REQUIREMENTS <br />41 by adding another factor which the Board of Commissioners may <br />42 consider in determining whether or not to approve an amended <br />43 phasing plan for a subdivision. The new provision would allow <br />44 approval of an amended phasing plan if the time available to <br />45 install improvements (roads, etc.) was not extended. <br />46 <br />47 THERE WERE NO COMMENTS OR QUESTIONS FROM THE BOARD OF <br />48 COMMISSIONERS, THE PLANNING BOARD OR CITIZENS. <br />49 <br />50 Commissioner Gordon asked if the Four Birch Subdivision would <br />51 have been aooroved with this proposed amendment. Scearbo indicated <br />52 that this amendment would have made a stronger case for them. <br />
