Six criteria used to justify revised phasing <br />plans were set forth in Section III- D -2 -e. <br />On September 4, 1990, the Board of Commissioners approved a <br />revised phasing plan for Four Birches Subdivision. Four <br />Birches' justification for a revised phasing plan, when <br />compared with the current criteria set forth in Section II- <br />D-2-e, did not present a strong case for approval. The <br />fact that proposed phasing would not extend the time limit <br />for completion of improvements was found however to be a <br />reasonable basis for approval. <br />The Board of Commissioners directed Staff to prepare of an <br />amendment to Section II -D -2 -e allowing approval of a <br />phasing plan if the time available to install improvements <br />was not extended. <br />The proposed amendment was presented for public hearing on <br />December 11, 1990. There were no citizen comments. <br />Commissioner Gordon asked several questions related to Four <br />Birches Subdivision and expressed concern with the breadth <br />of the existing and proposed criteria. <br />The Planning Board considered the proposed amendment on <br />January 28, 1991 and recommended approval. <br />RECOMMENDATION: The Administration recommends approval of the proposed <br />amendment. <br />
