35 <br />MEMORANDUM <br />To: Moses Carey, Jr., Chair <br />Orange County Board of Commissioners <br />Betty Eidenier, Chair <br />orange County Planning Board <br />From: Norm Gustaveson, chair tiG I a5 <br />Bingham Township Advisory Council <br />Date: February 11, 1991 <br />Subject: Feasibility Study on Widening N.G. 54 <br />The purpose of this memorandum is to pass along the concerns on the <br />.Bingham Township Advisory Council (TAC) regarding the Feasibility <br />Study for widening NC 54 currently being undertaken by N.C. DOT. <br />The Township Council, met on February 7 to consider this and other <br />items. While the TAC recognizes that the current issue is not a <br />project in itself, but a study to determine the feasibility of <br />widening NC 54, the TAC is nonetheless quite concerned about the <br />transportation, environmental, and social impacts that such a <br />proposal would create if implemented. <br />Among the concerns listed by TAC members were: <br />The potential effect on structures on the north side of NC 54, <br />such as the historic Bingham Inn, since the current proposal <br />would involve widening on the north side of the road. <br />Likely negative impacts on environmentally - sensitive lands in <br />the University Lake and Cane Creek watersheds, both of which <br />are traversed by N.C. 54 in whole or in part. <br />The potential negative impact of increased traffic on a four - <br />lane facility, especially as it might affect the "rural <br />character" of communities such as white Cross and oaks. <br />Questions regarding the necessity of this project with <br />Interstate 40 now completed from Burlington to Chapel Hill. <br />- The potential for expanded truck traffic on NC 54 if it were <br />a four -lane facility. Concern presently exists that some <br />trucks are using this stretch of NC 54 as a bypass of the <br />weigh station on Interstate 40/85. <br />The appearance of Alamance County residents at the recent <br />public hearing - indicating inter- county concerns. <br />
