In.1990, Ms. Merritt and Mr. Davis were <br />notified via certified mail on three occasions (June <br />28, August 3, and November 9). Two personal and <br />several telephone conversations were held with Ms. <br />Merritt. Since the civil penalties deadline of <br />November 26, 1990, there have been some efforts to <br />clean up the property. Little or no activity has been <br />observed in the past several weeks. <br />
