K <br />.Relief in the form of federal dollars is expected. <br />Congress recently passed child care legislation that <br />should help increase subsidy funds, but funds will not <br />be available until next Fiscal Year. Without emergency <br />measures to increase the number of children receiving <br />subsidy, these six centers will close before federal <br />funding becomes available. <br />.The United Way, Day Care Services Association, Town of <br />Chapel Hill, Village Companies Foundation and concerned <br />individuals have raised or contributed approximately <br />$22,000.00 for child care subsidy in the past two months. <br />Unfortunately, these efforts have not been able to fully <br />meet the need. <br />.A Day Care Resources Task Force has been formed under the <br />leadership of United Way to address issues of child care <br />subsidy both during the crisis and in the future. <br />RECOMKENDATION (S) : <br />1. Approve a $20,000.00 one time emergency allocation from <br />contingency funds for the DSS child care subsidy program <br />for the remainder of Fiscal Year 1990 -91, to enable low <br />income families to secure and maintain employment. <br />2. Support the Day Care Resources Task Force in developing <br />long -range strategies to address the need for day care <br />subsidy. <br />3. Convene a meeting with the legislative delegation to <br />request that the new federal dollars be funnelled <br />directly into subsidy dollars and that state subsidy <br />dollars be maintained minimally at the current level. <br />
