58 <br />designation of a historical district at the <br />public hearing. <br />Cantrell reiterated that her main concern is <br />Dthat this commission be a stable one with a three <br />LJIf or six year term so that it is predictable and <br />comprehensible. <br />Collins stated that the change to the ordinance <br />suggested by Eddleman will be made when the <br />ordinance goes to the Commissioners for <br />consideration. <br />Waddell expressed concern with Item 9, Section <br />1.7 of the ordinance. He questioned whether <br />anyone had thought through the budgetary impacts. <br />Collins stated that this again would be one of <br />the powers in the enabling legislation. The real <br />control is that the Commission cannot do any <br />of this unless the Board of Commissioners <br />appropriates the funds in order to acquire <br />property. He stated that he did not know what <br />the budgetary impacts would be until he knew what <br />all the historical resources were. <br />Eddleman suggested to revise items 9 and 11 of <br />section 1.7. <br />Cantrell suggested to add to the beginning of <br />each item, "with the approval of the <br />commissioners ". <br />Collins suggested to delete Items 10 and 11 and <br />revise Item 9 to read: Recommend to the Board of <br />Commissioners the acquisition by any lawful mean: <br />the fee or any lesser included interest... He <br />stated that the assumption should be that in any <br />acquisition there is a point of negotiation. <br />Waddell stated that he did not agree with the <br />land acquisition. <br />Best commented that he felt the draft ordinance <br />should go back to the Ordinance Review Committe <br />MOTION: Cantrell moved that the proposed ordinance be <br />presented for public hearing on February 25, 1991 <br />with corrections as noted.
