W <br />In 1988, a Master Recreation and Parks Plan was <br />prepared for Orange County. During the same <br />© p year, the Triangle Land Conservancy completed the <br />d <br />Inventory of Natural Areas and Wildlife Habitats <br />of Orange _County. These studies provided a more <br />detailed identification of sites than identified <br />in the 1986 Inventory. <br />A goal of the Planning Department and Planning <br />Board has been the completion of the detailed <br />inventories through a survey of historic sites <br />and structures. Application is being made for <br />Planning and Survey Grant funds to initiate the <br />inventory process in Chapel Hill Township. A <br />separate agenda item provides information about <br />the grant application. <br />Discussions were held with representatives of the <br />N.C. Preservation Fund and the N.C. Department of <br />Cultural Resources ( NCDCR) about ways and means <br />of preparing an inventory and preserving historic <br />sites and structures. They recommended that <br />Orange County consider establishing an Historic <br />Preservation Commission, empowered to conduct an <br />inventory, prepare a preservation plan, and <br />administer programs for the preservation of both <br />individual sites; e.g., landmarks, and historic <br />districts. <br />Following the meeting, Beth Thomas of NCDCR <br />provided Staff with a draft ordinance. The <br />ordinance was subsequently presented to the <br />Ordinance Review Committee for consideration. <br />Following several meetings and ordinance <br />revisions, the draft ordinance was recommended <br />for public hearing. The attached ordinance has <br />been re- formatted, and several clarifications <br />have been added concerning the appointment and <br />attendance of members. It is, however, the same <br />basic ordinance as recommended by the Ordinance <br />Review Committee. <br />The Planning Staff recommends that the proposed <br />ordinance be presented for public hearing on <br />February 25, 1991. <br />Collins stated that the ordinance would basically <br />create a 7 member commission which would be <br />separate and apart from the Planning Board. It <br />would be another advisory board but would also <br />have power to issue Certificates of <br />Appropriateness. He stated that the members of <br />the commission would have experience in <br />architecture, landscape architecture, history, <br />historic preservation, and similar kinds of <br />fields.
