51 <br />_ Stancil stated that there is a 16 inch water main <br />that runs up Old 86 that is not always in use. <br />This main is designed to move water from Chapel <br />D n� Hill to Hillsborough in emergency situations and <br />W not designed for tap -ons. Stancil stated that he <br />had talked to Ron Williams of OWASA today. <br />Williams could not preclude their Board <br />permitting tap -ons to occur. Stancil stated that <br />all avenues would be pursued between now and the <br />date of the hearing. <br />Cantrell asked if the notifications, that the <br />property owners are to receive in the next few <br />weeks, will be the first time they have heard of <br />this proposal. <br />Stancil stated that the applicants have indicated <br />that they have spoken with a number of small <br />property owners and indicated that most of the <br />owners are in favor of the request. The property <br />will be posted and owners within 500 feet will be <br />notified. <br />(2) CP -2 -91 Efland Area Study <br />Presentation by David Stancil. <br />On July 12, 1990, the Efland Area Study - <br />initiated by requests to the Planning Board in <br />1988 - was kicked off with a community meeting. <br />Since that time, a citizen survey and eight <br />community meetings have been held to involve the <br />citizens of this community in the area study <br />process. <br />A core group of 15 -25 citizens and an appointed <br />steering committee of eight residents have been <br />instrumental in helping staff develop the text <br />and recommendations of this study. The Efland <br />area contains a diverse group of citizens, but <br />from this diversity the following conclusions can <br />be drawn from discussion to date: <br />1. Efland residents have varying ideas of the <br />boundaries of their village, but agree on the <br />northern, southern and eastern limits. <br />2. Efland residents have a strong sense of <br />community. <br />3. Efland residents wish to maintain their <br />"small- village feel ". <br />4. Efland residents prefer incorporation to <br />annexation by surrounding municipalities, but <br />are undecided whether to become a town <br />without annexation pressure such communities. <br />
