47 <br />of the Commission shall be final and binding upon both the State <br />and the Commission. <br />Section 4.5 Administrative Approval of Minor Improvements <br />Notwithstanding the Subsection above (Action on Certificates <br />of Appropriateness), upon receipt of a completed application, the <br />Planning and Inspections Department may issue a Certificate of <br />Appropriateness for minor improvements. <br />Minor improvements are defined as those exterior changes <br />which do not involve substantial alterations, additions or <br />removals that could impair the integrity of the property and /or <br />district as a whole_ Such.minor improvements shall be limited to <br />those listed in the Commissions "Bylaws and Rules of Procedure." <br />No application may be denied without the formal action of the <br />Commission. All minor improvements applications approved by the <br />Planning and Inspections Department shall be forwarded to the <br />Commission in time for its next scheduled meeting. <br />Section 4.6- Review standards <br />No Certificate of Appropriateness shall be granted unless <br />the Commission finds that the application complies with the <br />principles and guidelines adopted by the Commission for review of <br />exterior changes. It is the intent of these principles and <br />guidelines to insure insofar as possible that the exterior <br />portion of buildings, structures, and their appurtenant features <br />within historic districts or on buildings, structures, sites, <br />areas or objects designated as landmarks, shall be congruous with <br />the historic aspects of the district or landmark. <br />The Secretary of the Interior's Of Standards for <br />Rehabilitation and Guidelines for Rehabilitating Historic <br />Buildings" shall be the sole principles and guidelines used in <br />reviewing applications of the State of North Carolina for <br />Certificates of Appropriateness. <br />Section 4.7 Time Limitations on Certificates of AR2KORriateness <br />A Certificate of Appropriateness shall expire six (6) months <br />after the date of issuance or, in the case of demolition, six (6) <br />months after the effective date of the Certificate, if the work <br />authorized by the Certificate has not been commenced. If, after <br />commencement, the work is discontinued for a period of six (6) <br />months, the permit therefor shall expire immediately. No work <br />authorized by a Certificate that has expired shall thereafter be <br />performed until a new Certificate has been secured. <br />Section 4.8 Certain Changes Not-Prohibited <br />Nothing in this ordinance shall be construed to prevent the <br />
