Employees and supervisors were provided with an <br />orientation to the Employee Assistance Program in <br />March, 1990 and the services currently are being used <br />by Orange County employees. <br />In the nine month start up period (April, 1990 through <br />December, 1990) the service was used by approximately <br />three percent of employees. One -half of the people <br />utilizing the service to date were initially seen <br />during the months of November and December. The recent <br />increase in numbers suggests a higher utilization rate <br />as the program matures. The projected rate of <br />utilization of Employee Assistance Program services is <br />generally seven percent to ten percent once an Employee <br />Assistance Program has been in place longer than two <br />years. Human Affairs International plans to provide <br />additional employee orientations and further employee <br />communications over the coming months in order to <br />increase Orange County's employee utilization rate. <br />The primary purpose of the Employee Assistance Program <br />is to 1) to enhance existing health and safety programs <br />provided to Orange County employees, 2) to strengthen <br />
