Defer consideration of the classes shown on the <br />list entitled "MAI Proposed Classes To Be <br />Restudied in Phase II" (Attachment B) pending <br />further classification study in conjunction with <br />Phase II. <br />C. Provide that any salary increase resulting from <br />restudy of the Phase 1 classes in Phase II would <br />be retroactive to January 7, 1991 (the Phase I <br />implementation date) when.implemented, unless the <br />salary increase results from duty changes which <br />occurred after the original Phase I study <br />beginning date. <br />Of the original 131 classes recommended by MAI <br />(Municipal Advisors, Inc.), 109 classes are shown on <br />the Attachment A list for adoption at this time. <br />There is one salary grade change shown on this list <br />from the MAI Classification and Pay Study report dated <br />September 18, 1990. As a result of further review by <br />MAI and the Personnel staff, the class of Deputy <br />Sheriff /Sergeant is shown at Salary Grade 69 rather <br />than Salary Grade 68. This change is proposed to <br />provide an appropriate internal salary relationship <br />with Deputy Sheriff /Investigator at Salary Grade 68. <br />The Attachment A Phase I classes list affects 254 <br />positions.) Of these positions: <br />- 118 are moving to higher salary grades, <br />- 5 are moving to lower salary grades, and <br />- 131 are staying at the same salary grade. <br />Of these employees whose positions are recommended for <br />salary grade increases, only those whose positions are <br />moving to a higher salary grade as a result of <br />reclassification or those whose current salaries are <br />below the minimum of the new grade, will receive a <br />salary increase. <br />The Orange County Personnel Ordinance, Article V, 8.0 <br />states: <br />An employee whose position is reclassified to a <br />class having a higher pay range shall receive a <br />one step salary increase or an increase to the <br />minimum step of the new salary range, whichever <br />is higher. However, in no case shall the salary <br />
