PUBLIC PRIVATE PARTNERSHIP <br />RESOLUTION <br />A RESOLUTION RECOMMENDING THE ESTABLISHMENT OF AN ORANGE COUNTY <br />VISITOR DEVELOPMENT AUTHORITY. <br />WHEREAS, Visitor Services are an important part of the economy of Orange County; and <br />WHEREAS, the Public Private Partnership at its Boulder inter -city conference discussed the need <br />for a formal county visitor program; and <br />WHEREAS, the Public Private Partnership adopted a resolution on June 13, 1990 establishing a <br />task force to determine the feasibility of creating a county -wide bureau of visitor services; and <br />WHEREAS, the Orange County Economic Development Commission and the Chambers of <br />Commerce of Chapel Hill- Carrboro and Hillsborough were joint participants with the task force; and <br />WHEREAS, after numerous meetings and the active involvement of many people, the Task Force <br />submitted its report and recommendations to this body: <br />NOW THEREFORE BE IT RESOLVED, by the Public Private Partnership Board of Directors that it <br />receives and accepts the task force report and recommendations submitted at this meeting <br />with thanks for a job well done and commends the report to all the participating parties. <br />BE IT FURTHER RESOLVED that the Public Private Partnership Board of Directors request the <br />Orange County Board of Commissioners and the municipalities of Chapel Hill, Carrboro and Hillsbor- <br />ough to create the Orange County Visitor Development Authority along the following lines: <br />a. The primary purpose of the Authority is to establish and operate a County -wide <br />professional visitor services program. <br />b. The make up of the Authority should include representatives of government, the <br />business community and service providers. <br />c. To seek legislative authority from the 1991 General Assembly for a county wide <br />Hotel/Motel occupancy tax of three percent (3 %) dedicated solely for the purposes <br />of the Authority with one percent (1%) being levied initially. <br />d. To seek a commitment from the Town of Chapel Hill for a minimum of twenty <br />per -cent (20 %) of their existing hotel/motel occupancy tax to be used to support the <br />funding and programs of the Authority. <br />e. To seek additional funding from other governmental agencies and private <br />sources to enhance the funding and programs of the Authority. <br />f. To request the Authority, when established, to continue to explore alternative <br />sources of long term funding. <br />BE IT FURTHER RESOLVED that the Public Private Partnership Board of Directors <br />request the Orange County Economic Development Commission and the Chambers of Commerce of <br />Chapel Hill - Carrboro and Hillsborough to support the creation of an Orange County Visitor <br />Development Authority. <br />Adopted December 12, 1990 <br />. -k-7 <br />a <br />
