296 <br />Approved January 7, 1991 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />DECEMBER 18, 1990 <br />The Orange County Board of Commissioners met in regular <br />session at 7:30 p.m. in the Franklin Street Post Office District <br />Courtroom, Chapel Hill, North Carolina. <br />BOARD MEMBERS PRESENT: Chairman Moses Carey, Jr., Vice -Chair <br />Stephen Halkiotis, and Commissioners Alice M. Gordon, Verla C. <br />Insko and Don Willhoit. <br />ATTORNEY PRESENT: Geoffrey Gledhill <br />STAFF PRESENT: County Manager John M. Link, Jr., Assistant <br />County Manager Albert Kittrell, Deputy Clerk to the Board Kathy <br />Baker, Clerk to the Board Beverly Blythe, Data Processing Director <br />Keith Brooks, Planning Director Marvin Collins, Personnel Director <br />Elaine Holmes, Personnel Analyst I.. Yelena Chandra, Land Records <br />Manager Roscoe Reeve, Health Director Dan Reimer, County Engineer <br />Paul Thames, EMS Director Nick Waters, and Planners Mary Scearbo, <br />Emily Cameron and Eddie Kirk. <br />I. BOARD COMMENTS <br />Commissioner Willhoit noted that at the NCACC meeting held last <br />week in Pinehurst the banquet speaker, Representative Anne Barnes, <br />placed high emphasis on the Counties defining their relationship with <br />the State. The Counties continually ask for money but also want to <br />maintain their independence. Commissioner Willhoit highlighted the <br />legislative goals as proposed by the organization. <br />Chair Carey asked that the Manager report back on the involvement <br />of the Sheriff in the new or reactivated Drug -Crime Task Force. <br />II. COUNTY MANAGER'S REPORT <br />The County Manager reported that the families whose water was <br />contaminated by an underground gasoline storage tank in Northern Orange <br />County have been provided with water. The State has indicated they will <br />reimburse the County for any expenses they incur. Commissioner <br />Halkiotis and John Link both commended those County employees who helped <br />provide a short -term solution to this problem. <br />III. ADDITIONS OR CHANGES TO THE AGENDA <br />It was the consensus of the Board to add an Executive Session to <br />discuss a potential litigation matter. <br />IV. AUDIENCE COMMENTS <br />A.
