DoWellho; i "l SA&APOW" f <br />/R.. /Y. yo <br />ALTERNATIVE SEWAGE DISPOSAL SYSTEMS AND THE RURAL BUFFER <br />The Rural Character Study Committee (RCSC) recommendations <br />have again emphasized the need for the County to develop a <br />strategy for managing "alternative sewage disposal systems" <br />(ASDS) . This is an issue that should be considered for all of <br />Orange County, not just the Rural Buffer. In fact, ASDS manage- <br />ment is not the primary issue to be decided in RCSC recommenda- <br />tions. I would suggest that we split these issues and consider <br />them separately. <br />RURAL BUFFER <br />Assuming that RCSC options A -C are relatively non- <br />controversial, the issue is then whether option D, planned <br />residential developments (PRD), and option E, Rural Villages <br />(RV)., are desirable in the Rural Buffer (RS). If there is not a <br />consensus among the three governments that PRDs and RVs are <br />desirable, the reasons should be stated and then let's move on to <br />other matters. If PRDs and RVs are desirable, under certain con- <br />ditions, then those conditions need to be identified. <br />ISSUES <br />Location - Are the locations of PRDs and RVs to be directed, <br />identified on the :land use plan_, or are they to just happen? <br />This decision will impact on the planning far utilities and other <br />services. <br />Transportation -- It has been suggested that transportation should <br />be the chief location criterion. Why, if the density o PRDs and <br />RVs is not significantly different than that associated with op- <br />tions A -C? <br />Sewage Disposal - ASDSs or sewer lines? Clearly, sewer lines <br />provide the highest degree of environmental protection, but they <br />may not be economically feasible. ASDSs can provide a reliable <br />means of sewage disposal if properly des :gned, installed and <br />maintained. What Is the basis of the apposition to sewer lines? <br />Do sewer lines promote growth in ways that cannot be controlled <br />t_ ".rough a and use plan and zon -Ang? <br />urban Sir ices - what constitutes "an area where urban services <br />are not planned to be provided "? ::rban services, e.g., fire <br />protection, pol_ce protection, so1!d waste co_lection, water and <br />sewer ;;ti_ities, and recreation facilities are needed by all <br />residents.
