C. General Assembly has received <br />Maternal Care Coordination systems in North Carolina which demonstratesuthatnthese <br />services rendered for pre -natal patients have had an effect on reducing the infant <br />mortality rate in North Carolina, Therefore, the legislature has allocated $500,000 for <br />FY 90 -91 to create additional Maternal Care Coordination <br />allocated to those health departments which apply on the basis lofGa demonstrated,wun1 e <br />need. The funds are intended to be used as "working capital" to fund new Maternal Care <br />Coordination positions for 3 1/2 months, allowing time for the Medicaid reimbursement to <br />provide sufficient funds for the remainder of the year. <br />The enclosed Maternity Care Coordination Grant Application Instructions includes a report <br />of the number of women covered by Medicaid who delivered in Orange County. This report <br />indicates that 194 women covered by Medicaid who delivered babies between July, 1989 <br />through June, 1990 received no care coordination. This number is in excess of the <br />rninimum number required for a full time maternal care coordination position. <br />Executive Director of the Orange Chatham Comprehensive Service (OCCHS), Moses <br />has indicated that they do not intend to apply for the funds for this has Jr., <br />Likewise, the University Hospital's Department of OB /GYN is not intendingltooapply for <br />this position. Therefore, these Orange Count <br />patients <br />Coordination unless the Health Department applies for thesel funds Yandipr Maternal Care <br />ovies services. Therefore, the Orange County Health Department is seeking authorization1from <br />the Board of Commissioners to apply for the above - mentioned funds and to establish a <br />Social Worker position. The State grant and anticipated Medicaid revenue would more than <br />cover the cost of the position. Therefore, no County funds will be required for this <br />position. <br />The Board of Health is reviewing this proposal at its meeting of December 5, 1990. Upon <br />its approval, an application will be submitted to the State Division of Maternal and <br />Child Health in order to meet the December 14 deadline. However, the application will be <br />made contingent upon approval by the Orange County Board of Commissioners at its neeting <br />on December 18, 1990, <br />RECOMMENDATION(S): Endorse the Orange County Health Department's application for the <br />Maternal Care Coordinator funds, approve the addition of a Maternal Care Coordination <br />position, with continuation of the position contingent upon Medicaid revenue sufficient <br />to cover the cost of the position; and authorize the signature of the Agency Director and <br />the Agency Finance Officer on the statement of assurance which must accompany the <br />application of funds. <br />
