c- <br />21 <br />During 1987, 98 cases of child abuse or neglect were <br />substantiated in children and adolescents ages 0 -17 in Orange <br />County. According to the I.C. Child Advocacy Institute, <br />Orange County ranked 90th in the state for reported cases. <br />12.58% of children aged 0 -17 live at or below the <br />poverty level. (See Table 13) Approximately 2,050 of Orange <br />County public school students receive free or reduced rate <br />lunch and /or breakfast. 20,492 breakfasts and 102,979 <br />lunches are served in an average month in the Orange County <br />public schools. Eligible public school students receive <br />$8500 /year in school health funds for dental care. <br />The rates of death among young people under the age of <br />20 in Orange County by accident, both motor vehicle and <br />other, are 32% and 85% lower than the state respectively. <br />However, the suicide rate is 22% higher than that of the <br />state. <br />In the fall of 1987, the North Carolina Alcohol and Drug <br />Defense Program, a Division of the N.C.
