citizen fail to observe this public charge, the <br />Chair will ask the offending member to leave <br />the meeting until that citizen ;regains <br />personal control. Should decorum fail to be <br />restored, the Chair will recess the meeting <br />until such time that a genuine commitment to <br />this public charge is observed. <br />RULE #15 (page 15) Revise to read "A motion shall require a <br />second ". <br />RULE #23 (page 20) The last sentence shall read "A member who <br />fails to vote, not having been excused, shall <br />be recorded as voting in the affirmative ". <br />RIILL_127 (page 22) Change the title of this section to read <br />"Adoption of Ordinances, Resolutions, <br />Proclamations and Orders" and add a second <br />paragraph to read "A motion shall be adopted <br />by a majority of the votes cast for any and all <br />resolutions, proclamations and orders. The <br />vote shall express the sense of the Board on <br />a question or issue brought before it and shall <br />serve as an official declaration of a <br />particular state of fact or circumstance ". <br />Add a third paragraph to read as follows: <br />"With reference to the adoption of the Budget <br />Ordinance: <br />(1) Any action with respect to the adoption <br />or amendment of the budget ordinance may <br />be taken at any regular or special meeting <br />of the governing board by a simple <br />majority of those present and voting, a <br />quorum being present; <br />(2) No action taken with respect to the <br />adoption or amendment of the budget <br />ordinance or any project ordinance need <br />be published or is subject to any other <br />procedural requirement governing the <br />adoption of ordinances or resolutions by <br />the governing board other than the <br />procedures set out in Article 159.1.7. <br />(3) The adoption and amendment of the budget <br />ordinance or any project ordinance and the <br />levy of taxes in the budget ordinance are <br />not subject to the provisions of any local <br />act concerning initiative or referendum. <br />During the period beginning with the submission <br />of the budget to the governing board and ending <br />with the adoption of the budget ordinance, the <br />governing board may hold any special meetings <br />that may be necessary to complete its work on <br />the budget ordinance.
