IV <br />to apply, no provision of law concerning the <br />call of special meetings applies during that <br />period so long as (1) each member of the board <br />has actual notice of each special meeting <br />called for the purpose of considering the <br />budget, and (2) no business other than <br />consideration of the budget is taken up. This <br />section does not allow the holding of closed <br />meetings or executive sessions by any governing <br />board otherwise prohibited by law from holding <br />such a meeting or session, and may not be <br />construed to do so. <br />A B 134 (page 24) ADD a new rule 134 to read as follows: "The <br />Clerk to the Board shall be the single county <br />employee responsible for presenting documents <br />to the Chair for signature, the Clerk shall <br />review all such documents with the County <br />Manager and County Attorney before they are <br />presented to the Chair for execution." <br />
