2 <br />Subsequently, the two staffs began meeting to draft <br />an agreement for consideration by the two advisory <br />boards. The draft agreement was completed in August <br />and reviewed /approved by the Target Area Group in <br />early September. <br />The Economic Development Commission approved the <br />draft agreement in principle at its September 13 <br />meeting, and the Planning Board at its September 17 <br />meeting. On October 9, the two boards met jointly, <br />formally adopted the agreement, and authorized the <br />Chairs to sign on behalf of their respective <br />boards. <br />Major initiatives included within the agreement <br />include the following: <br />1. Identify and apply appropriate locational <br />criteria, land use categories, and zoning <br />designations to promote business; <br />2. Develop performance standards and project size <br />threshholds which measure the impact of land <br />development; <br />3. Establish a cooperative planning process <br />involving both boards; <br />4. Identify ways and means of streamlining the <br />development approval processes; and <br />5. Establishing procedures for conducting pre - <br />development conferences with prospective <br />business clients. <br />Items C and E are to be completed and presented at <br />the Board of Commissioners goal - setting retreat in <br />December. Items A, B. and D are to be completed and <br />presented for review and comment at the May, 1991 <br />public hearing. <br />RECOMMNDATION: To receive report and offer comments and <br />suggestions. <br />
