As the Group's work <br />progressed, it became apparent that it would be <br />impossible to identify specific parcels and methods <br />of pre- zoning in time for the August, 1990 public <br />hearing. <br />In June of 1990, the County Manager, Economic <br />Development Director, Planning Director, and <br />representatives of the Economic Development <br />Commission and Planning Board met to discuss ways <br />of achieving the goal. A strategy was devised <br />whereby the Planning Board and Economic Development <br />Commission would enter into an agreement which <br />identified specific tasks to accomplish and a time <br />frame for completion. Rather than work <br />independently of each other, the two Boards and <br />their respective staffs would work together in <br />fulfilling the terms of the agreement. <br />
