be revised by the grantee. All installations shall be supervised <br />and inspected by grantee's engineers. <br />C. Channel ca acit and system desicrn. Grantee shall <br />install and maintain a "state -of -the -art" system and abide by all <br />reasonable requests of the county to upgrade the system. Without <br />limiting the generality of this requirement: <br />1. All new construction of plant in the unincorporated <br />areas of the county shall be 400 MhZ capable and be two -way <br />capable. <br />2. Grantee shall operate its existing plant in the <br />county and all new plant in the county in accordance with the <br />technical synopsis and subscriber network exhibits to this <br />franchise. Grantee shall upgrade its entire system within the <br />unincorporated areas of the county contemporaneously with any <br />upgrade of its Durham County franchised system. Grantee shall <br />immediately notify the county manager of any plans it has for <br />upgrading or any Durham County franchise required upgrade. <br />3. Grantee shall provide a trouble feed -back system <br />which allows the monitoring of all active elements of all Main <br />Trunk Cable of the system. Grantee may satisfy this requirement <br />in one of two ways; (1) it may, within 18 months of its acceptance <br />of this franchise, install and activate bi- directional capacity in <br />the Main Trunk Cable of its system or, (2) it may immediately <br />provide service to subscribers along all Main Trunk Cable at such <br />intervals as will provide a "trouble feed -back system" in effect <br />activated by subscriber calls in the event of system failures which <br />10 <br />
