Cobey, Jr., Secretary Director <br />MFMnRAVMTM <br />TO: Local Health Directors <br />Area Developmental Disability Coordinators <br />FROM: Tom Vitaglione, Chief <; "I V <br />Children and Youth Section <br />Maurice Whitaker MK/ <br />Community Support Specialist <br />Developmental Disability Section <br />SUBJECT: Medicaid Billing for Child Service Coordination <br />The Division of Maternal and Child Health and the Division of Mental Health, <br />Developmental Disability, and Substance Abuse Services have agreed to <br />participate in a statewide, inter - agency system of service coordination for <br />children from birth to age five with special needs. The effective date for <br />implementation of the system is October 1, and training workshops will be <br />conducted in August. We hope that all local health departments and mental <br />health centers will participate in the system. <br />Service coordination has been adopted by the Division of Medical Assistance <br />as a reimbursable service under the Medicaid Program. Rather than lose the <br />opportunity to receive reimbursement, we are encouraging health departments <br />and area mental health centers to begin billing for service coordination <br />provided to eligible Medicaid clients, even before formal training on the <br />system takes place. Area mental health centers have already received <br />specific billing instructions in this regard; specific instructions for <br />health departments are attached to their copy of this memorandum. <br />The following instructions should be followed by both agencies during the <br />interim period of July through September. <br />1. Essentially, the health department target population for child service <br />coordination is the group of infants and toddlers served through the <br />High Priority Infant Program. Health departments should determine as <br />soon as possible which of these children are covered by Medicaid. <br />
