5-Establish preschool and child care centers in schools. 10 <br />ongoing The Chapel Hill- Carrboro City Schools have a three year <br />pilot project for four year olds funded by RJR Nabisco. <br />Twenty children have been chosen for the program which <br />operates from 7a.m. to 6p.m. for twelve months. <br />6.Need for matching federal /state /local funds for child care <br />for individuals in job training programs and those affected <br />by Welfare Reform. <br />ongoing The Welfare Reform Job Opportunities and Basic Skills (JOBS) <br />Program will provide funds for child care and transportation <br />for those enrolled in the program. <br />7.Need for more tax dollars for child care development: <br />- Establish service district taxes <br />-Need for more non- categorized funds <br />-Need for more scholarship and subsidy funding for child <br />care and summer programs <br />-Need more funds for Family Day Care Homes subsidies <br />--Need for more Head Start funding and revised <br />eligibility requirements <br />ongoing Orange County government provides a $90,000 subsidy fund <br />which is administered by the Department of Social Services. <br />These funds are used to provide child care assistance for <br />teen parents, and abused and neglected children. <br />ongoing The Family Support Act (PSA) expands the availability of <br />subsidy for day care services for employed Aid to Families <br />with Dependent Children (AFDC) recipients, for AFDC <br />recipients who are participating in education and training <br />programs, and for former AFDC recipients who are terminated <br />'from public assistance due to the earned income. <br />ongoing The Department of Social Services provides day care subsidy <br />for a total of 300 low income children, gives technical <br />assistance to 30 day care facilities, coordinates 130 <br />workshops for day care teachers and directors, investigates <br />complaints of neglect /abuse in day care facilities and <br />homes, provides information, referral, and case consultation <br />services for 800 families, and advocates for day care <br />subsidy for low income families and quality day care for all <br />children. <br />Ongoing Day Care Services Association, Inc. (DCSA) provides $120,000 <br />in scholarships to low income children, prepares and <br />distributes 200,000 meals to eight day care centers, and <br />provides bookkeeping services to three centers. <br />
