13 <br />manner consistent with the Orange County Land Use <br />Plan. <br />In March of 1990, the Target Area Group of the <br />Economic Development Commission initiated efforts <br />to achieve the goal. As the Group's work <br />progressed, it became apparent that it would be <br />impossible to identify specific parcels and <br />methods for pre - zoning in time for an August, <br />1990 public hearing. <br />In June of 1990, the County Manager, Economic <br />Development Director, Planning Director, and <br />representatives of the Economic Development <br />Commission and Planning Board met to discuss ways <br />of achieving the goal. A strategy was devised <br />whereby the Planning Board and Economic <br />Development Commission would enter into an <br />agreement which identified specific tasks to <br />accomplish and a time frame for completion. <br />Rather than work independently of each other, the <br />two Boards and their respective staffs would work <br />together in fulfilling the terms of the <br />agreement. <br />Subsequently, the two staffs began meeting to <br />draft an agreement for consideration by the two <br />advisory boards. The draft agreement was <br />completed in August and reviewed /approved by the <br />Target Area Group in early September. <br />The Economic Development Commission approved the <br />draft agreement at its September 13 meeting, and <br />the Planning Board at its September 17 meeting. <br />This joint meeting of the two boards is for the <br />purpose of formally adopting the agreement and <br />having it signed by the Chairpersons. Following <br />these actions, the agreement and a report will be <br />presented to the Board of Commissioners at the <br />November 5, 1990 meeting. <br />Collins recommended approval of the agreement, <br />including authorization for the Chair to sign on <br />behalf of the Planning Board. <br />Best asked if changes were to be made to address <br />the issue of lighting that Eidenier suggested at <br />the September meeting. Collins responded that it <br />had been discussed and noted that the agreement <br />is a general outline. He continued that such <br />concerns could be addressed as work begins on the <br />identification of locations for pre- zoning. <br />Other concerns of both the Planning Board and EDC <br />would be reviewed and discussed as well.
