r <br />ACC NUMBER: <br />AMENDMENT NO. 1 <br />TO <br />ANNUAL CONTRIBUTIONS CONTRACT <br />A -2903 - E <br />This Amendment to the Annual Contributions Contract No. A -2903 - E <br />(the "ACC ") is entered into between the UNITED STATES OF AMERICA, acting through <br />the Department of Housing and Urban Development ( "HUD ") and the Oran e <br />County Housing Authority (the "PHA "). <br />The parties agree as follows: <br />1.
