MOTION: <br />ffe100E <br />54 <br />application criteria for the wQCA (water Quality <br />Critical, Area overlay. The proposed amendment to <br />this section is for clarification only. <br />The Planning Staff recommends that the proposed <br />amendment be advertised for public hearing on <br />December 11, 1990. <br />Eddleman moved approval for public hearing as <br />recommended by the Planning Staff. Seconded by <br />Jacobs. <br />Unanimous. <br />b. Subdivision Regulations Text Amendments <br />(1) Section III -D -2 -e Action Subsequent to <br />Approval (Preliminary Plats) <br />Presentation by Mary Scearbo. <br />r <br />This item is to consider a proposed amendment to <br />the Subdivision Regulations which would add <br />another basis for allowing the phasing plan for a <br />major subdivision to be revised. <br />On January 8, 1990, the Subdivision Regulations <br />were amended to allow revisions to the phasing <br />plans of major subdivisions. Six criteria used <br />to justify revised phasing plans were set forth <br />in Section III- D -2 -d. <br />On September 4, 1990, the Board of Commissioners <br />approved a revised phasing plan for Four Birches <br />Subdivision. Four Birches' justification for a <br />revised phasing plan, when compared with the <br />current criteria set forth in Section II- D -e -2, <br />did not present a strong case for approval. The <br />fact that proposed phasing would not extend the <br />time limit for completion of improvements was th <br />basis'for approval. <br />The Board of Commissioners directed Staff to <br />prepare an amendment to Section II -D -e -2 allowin <br />approval of a phasing plan if the time available <br />to install improvements was not extended. <br />The.,Planning Staff recommends that the proposed <br />amendment be advertised for public hearing on <br />December 11, 1990. <br />MOTION: Reid moved approval for public hearing as <br />recommended by the Planning Staff.
