6,4 <br />amended to expand the duties of the Development <br />Advisory Committee to render advice to the Zoning <br />Officer in the issuance of Stop Work Orders. <br />The County Attorney has indicated that the <br />` Development Advisory Committee should have no <br />role in the enforcement of the Ordinance. The <br />proposed amendment would delete paragraph 2.4.2.1 <br />(e), which was inadvertently recommended for <br />approval on October 17, 1989. <br />The Planning Staff recommends that the proposed <br />amendment be advertised for public hearing on <br />December 11, 1990. <br />MOTION: Jacobs moved approval for public hearing as <br />recommended by the Planning Staff. Seconded by <br />Best. <br />VOTE: Unanimous. <br />(2) Article 4.2.27 PW -II District Intent r <br />(3) Article 4.2.28 WQCA District Intent <br />These items are to consider a proposed Zoning <br />Ordinance Amendment that would correct a <br />technical discrepancy between the Zoning <br />Ordinance and Zoning Atlas, and provide <br />consistency in wording. <br />Section 4.2.27 of the Zoning Ordinance states <br />that the PW -II Protected Watershed Zoning Overlay <br />may be applied to the zoned portions of the <br />University Lake, Cane Creek and Upper Eno <br />Watersheds. At the time that the PW -II district <br />was first adopted, these were the only water <br />supply watersheds designated on the Comprehensive <br />Plan. <br />In late 1988, the Land Use Element of the <br />Comprehensive Plan was amended to designate Back <br />Creek, Plat Creek, and Little River Watersheds as <br />Water Supply Watersheds. The Zoning Ordinance <br />was also amended to apply the PW -II overlay on <br />the zoned portion of those watersheds. Article <br />4.2.27 of the Zoning Ordinance should have been <br />amended as well to reflect the expansion of area <br />designated as water supply watershed. The <br />proposed amendment would allow the PW -II overlay <br />to be applied to any watershed designated as a <br />water supply watershed in the Land Use Element of <br />the Comprehensive Plan. <br />Article 4.2.28 describes the intent and <br />
